This morning, the Senate Finance Committee will begin marking up the Chairman’s Mark: America's Healthy Future Act of 2009, released last week by Committee Chairman, Max Baucus (D-Mont.). Additionally, Committee members will consider amendments to the Chairman’s Mark submitted by the last Friday deadline. Among the 564 amendments under consideration are proposals addressing the following issues:
Personal Responsibility Requirement (pg. 28 of Chairman’s Mark) - requiring U.S. citizens and legal residents to purchase minimum health coverage for themselves and all dependents under the age of 18. See Grassley C15 (permitting states to find ways to encourage individuals to purchase coverage) and Hatch C4 (eliminating the individual requirement).
Interstate Sale of Insurance (pg. 12-13) - permitting the sale of insurance across state lines through “health care choice compacts” between two or more states. See Kyl C16 (permitting purchase across state lines) and Nelson/Kerry C1 (striking interstate sale of insurance).
Government Health Insurance Option (pg. 36 discusses creation of CO-OP program) - authorizing funding for the creation of non-profit member-run health insurance companies. See Rockefeller C7 (supporting the government-run insurance option proposed in the America‘s Affordable Health Choices Act of 2009) and Snowe C1 (supporting a non-profit government corporation “safety net” plan).
