The Civil Monetary Penalties Law prohibits a hospital from making payments to a physician to induce the physician to limit or reduce services to Medicare beneficiaries. When one considers the nature of VBP it is easy to see where trouble may be brewing. The P4P mantra is to improve quality by providing evidence-based treatment and reducing unnecessary and duplicative services.
